Scope of Responsibilities:

Work with a team of engineers and designers to conduct detailed engineering work and provide technical information in compliance with tender specifications/data sheets and within the budgeted timeframe for the project.

Primary Duties:
  • Review ITB (Invitation To Bid) documents submitted in the proposals stage, issue inquiry requisitions, review techno-commercial vendor offers.
  • Prepare equipment, material and man-hour estimates.
  • Review contract requirements for project execution, organize the preparation of the Technical Document
  • Register (TDR), identify requirements and scope of work; review specifications Process Data Sheets
  • (PDS), Piping Material Specifications (PMS), Piping & Instrumentation Diagrams (P&ID’s), Plot plans,
  • General Arrangement (GA) drawings, Review Philosophies, Area Classification Drawings, Fire and Gas
  • Detector Layout Drawings and other relevant documents. Establish contract review criteria, identify and resolve discrepancies and divergences from original proposal through the instigation of technical queries to projects/client.
  • Prepare equipment and material specifications and data sheets, develop detailed engineering calculations and drawings including the preparation of the design basis document, Instrument Index, Input & Output Lists, Bill of Quantities, Block Diagrams, Equipment system specifications, cable routing, control room layouts, Cause and Effect Diagrams, Complex Control loop narratives and Safety narratives Loop Diagrams, Functional Logic Diagrams, Terminations Diagrams, Installation Hook-up Drawings, Instrument
  • Plot Plans, Control Panel Drawings, Control/Equipment Room Lay-outs, Cable Tray/Trench Lay-outs,
  • Cable Schedules and Cable Drum Schedules, JB schedules, Interconnection Schedules, Fire/Smoke
  • Detection Lay-out and Alarm Lists, Installation detail drawings and other design and layout calculations and drawings.
  • Participate in the preparation of plot plans, organize the issuance of engineering drawings and technical
  • documents for Inter-Discipline Checks (IDC’s), coordinate with other engineering discipline in the integration of data inputs.
  • Prepare technical inquiry requests (Inquiry Requisitions) to vendors, participate in the technical evaluation of vendor bid offers. 
  • Direct and provide guidance in the Technical Bid Evaluations (TBE), review vendor drawings and documents. Supervise the review of design calculations, ensure vendor equipment specifications meet with client equipment specifications and are within budgeted costs.
  • Prepare Purchase Requisitions for the procurement of equipment and materials.
  • Ensure materials are obtained within scheduled timeframes and budgeted costs.
  • Meet with vendor representatives, inspect vendor works and workshops when required, provide dispatch clearance and test certificates. Participate in Material Take Off (MTO) activities, identify irregularities and shortfalls, take corrective action when required.
  • Participate in HAZOP meeting and undertake SIL studies with client and representatives of other engineering disciplines.
  • Interface and provide clarification and guidance and technical support to construction sites and commissioning engineers provide startup assistance as required.
  • Perform related duties as and when directed by Direct Supervisor.
Job/Cost Impact
  • Responsible for the detailed technical work, oversee technical data gathering and preparation of deliverables.
  • Cost/delivery impact situations are reviewed by supervisors
Decision Making Authority
  • Decisions limited to the technical scope of project and specifications, consults with Supervisor on issues which may affect layout and deviations from equipment specifications.
Supervisory Responsibility
  • None

  • Refer to HR/ OD - Competency Management System (CMS)
Physical Effort and Work Environment
  • Duties performed in Main Office mostly in air-conditioned surroundings. Occasionally incumbent would require traveling to sites and occasionally visiting vendor workshops.
Minimum Job Requirement
  • Bachelor’s Degree in Instrument or Electrical Engineering with a minimum of 7 years of related petrochemical experience preferable from a background in working for consultancy organizations in the EPC of the Oil and Gas Industry.
