About the Company:
Responsibilities:
  • Oversee company bid process, obtain and evaluate bids
  • Prepare final estimate summaries, analyzing each section of scope, pricing and completeness
  • Evaluate how customer negotiations integrate with total project proposal bid amount, including direct costs, subcontractor/vendor costs, overhead, other costs, contingencies, and scope exclusions.
  • Develop and iterate commissioning tool, which prepares detailed cost estimate tied to location, site conditions, quantity take-offs, delivery rate, materials, labor, equipment, and project specific items, such as grid date and MCC estimates. Ensures impacts to estimates based on local, commodity and client requirements including Prevailing Wage and union labor rates are captured in project costs and properly reflected in financials.
  • Complete bid proposals documents to meet RFP requirements. Structure, develop, edit and write proposal sections per RFP requirements. Edit all deliverables to ensure consistent messaging. Oversee the printing, assembly, and delivery of proposals. Compare precedent contracts and/or changes to language in contracts to approved contractual stances. Quantify differences and risk. Make recommendations on how to handle issues to unit directors.
  • Solicit and obtain quotes (coordinating with Purchasing) for turbine components unloading, erection, grouting and mechanical/electrical wiring completion as needed. Formally obtain quotes for Repower components dismantling / disposal. Obtain quotes for Balance of Plant scope including civil, substation / collection system modifications
  • Participate in pre-proposal policy making efforts, review available information regarding site access, surface topography, subsurface conditions, etc.
  • Validate whether topographical conditions and police escorts require adjustments to delivery rate. Work with transport, planning, and supply chain to ensure that the project is executable.
  • Conduct post-proposal debriefing analysis
  • Review schematic level layouts of project access roads, staging areas, crane travel paths, work sequence and collection systems interface using Google Earth Pro or Civil 3D, or similar software as needed. Outline risks in Gate Review meetings and handover meetings.
  • Coordinate the preparation of high level Bill of Materials & Estimates for Repower substation /collection system modifications with electrical specialists
  • Quantity "Takeoff" for access roads earthwork modifications, culverts, crane pads, laydown yards, collection trenching / cabling, wind turbine (WTG) foundations repairs, turbine base grouting & SWPPP requirements.
  • Prepare estimates at different levels of completion as required by time and information restraints (conceptual to firm price)
  • Arrange or conduct project site visits or third party site evaluation to assess risk, schedule and cost concerns. Determine reasonable contingency levels
  • Track timing of Bill of Materials, background information, project layouts, schedule and terms to bidders. Obtain clarifications using RFI's throughout the RFP process
  • For awarded work, create project budget from estimate files for use by Construction Management. Produce cash flows based on project estimate and schedule. Assist Procurement in negotiating finalizing subcontracts scope, price, schedule and terms
Qualifications:
  • Bachelor's degree in Engineering, Construction Management, Project Management, or related field
  • Preferred experience of 10 years in bid management or field-based construction management experience on heavy civil, utility, power or industrial projects with per project values exceeding $50 million dollars. A combination thereof can be considered with a minimum of 5 years of proven bid management & estimating experience.
  • Preferred experience with subcontract negotiations within the wind industry supporting EPC projects, heavy civil, utility, or industrial projects.
  • Financial evaluation of project cost experience
  • Proven experience managing and/or coordinating internal personnel, engineering resources, estimating personnel, procurement, and construction contractors.
  • Demonstrated and advanced knowledge of the wind energy construction market, estimating strategies, estimating techniques, cost control, and scheduling of work OR advanced knowledge of supply chain, transportation, and financial modeling coupled with experience in project contracts.
  • Proven experience implementing and utilizing electronic estimating programs
Competencies:
  • Familiarity with standard construction industry concepts, practices and procedures
  • Proven ability to work effectively with work groups across the organization.
  • Ability to present recommendations and support documentation to executive management with intent on securing approvals. Defend positions if requested in front of cross functional executives and directors.
  • Ability to work accurately and quickly in a time-sensitive situation in a diverse environment
  • Demonstrated oral and written communication skills
  • Knowledge of the principles and practices of management, supervision, and administration
  • Proficiency with Word, PowerPoint and Primavera or other scheduling software, as well as advanced skills using Excel
