- Responsible for the direction, operations and assessment within the Lower Mainland of the Biomedical Engineering Department for the Organizations. Develops, recommends, ensures implementation and evaluates long and short term fiscal plans, including resource allocations for existing and new programs.
- Directs, develops, plans, implements and monitors the operating and capital budget for Biomedical Engineering including budget preparation, development of workforce plans, authorization, control and reporting of expenditures ensuring the efficient, effective and economical utilization of financial resources within objectives, plans and budgets established by the integrated Lower Mainland Biomedical Management team.
- Acts as a member of the integrated Lower Mainland Biomedical Engineering Management team and effectively directs the biomedical engineering services at the designated site(s) and contributes to the effective management of designated site(s) to ensure the safe and overall effective utilization of respective staff, services, equipment, and technology.
- Provides leadership to the department and the Organizations related to biomedical engineering services. Directs the activities, including but not limited to setting and monitoring annual goals, communicating priorities, coordination of projects and reporting on group activities.
- Oversees and provides strategic leadership to optimize the integration of an innovative Biomedical Engineering Department into clinical and business practices, ensuring the Organizations utilize and maintain a high degree of intricate medical technology which is safe, effective, economical and efficient to achieve excellence in patient/ client/resident care.
- Directs the development and overall implementation of processes for technology assessment, value analysis and equipment planning. Provides direction and technical consultation to the integrated Biomedical Engineering team related to the planning and cost effective selection of medical devices and products, capital equipment acquisition, systems and services.
- Directs and oversees risk management activities by monitoring innovative programs for the management of complex medical technology, establishing and reviewing risk management protocols such as incident investigations, hazard and recall monitoring and ensuring that appropriate actions are implemented.
- Leads regional business cases, operational reviews, needs assessment and environmental scans to identify opportunities and risks. Seeks opportunities to enhance revenues and/ or contain or reduce costs. Designs and implements solutions to provide effective business processes.
- Provides leadership to managers and LMBME staff, including hiring and selection, development and monitoring of performance goals, performance evaluations, and performance management up to and including termination. Participates in the handling and resolution of grievances and represents the employer in third party proceedings as required.
- Oversees and participates in the management of human resource matters. Directs the development and implementation of staff development and retention plans. Provides leadership and guidance in the recruitment and professional development of employees through the formal assessment of training needs and development of training plans.
- Leads the development of the goals of the integrated Lower Mainland Biomedical Engineering team, and establishes, assesses, and ensures compliance with goals, standards, policies, and procedures that contribute to the overall effectiveness of the department. Identifies areas where existing policies and procedures require change or where new ones need to be developed. Ensures compliance with applicable rules and regulations. Collaborates with other Biomedical Engineering staff to ensure standardization and consistency. Effectively prepares and complies with accreditation processes as required by the integrated Lower Mainland Biomedical Engineering team. Establishes, implements, assesses and evaluates the goals, standards, procedures of the integrated Lower Mainland Biomedical Engineering team departmental and instructions that contribute to the overall effectiveness of the department in accordance with the Organizations’ goals. Identifies areas where existing policies and procedures require change or where new ones need to be developed.
- Provides leadership on and ensures compliance with quality improvement initiatives and solutions which transform business processes for the Biomedical Engineering Department in collaboration with members of the integrated Lower Mainland Biomedical Engineering Department’s management team.
- Develops and maintains relationships with relevant internal and external stakeholders in user departments throughout the Organizations. Identifies ongoing biomedical engineering requirements by attending planning sessions, conceptualizing and providing leadership and expert advice for future developments. Contributes in annual systems planning to outline priorities and change requirements.
- Provides biomedical engineering leadership to the Organizations, including being conversant with the future strategic direction, new developments and trends in biomedical engineering. Assesses the impact of how those directions and developments will affect the Organizations and develops related plans on how future and current systems can be utilized for the benefit of the Organizations.
- Provides leadership and directs the development and approval of discipline related purchasing contracts. Provides direction to professional staff in a program of medical technology assessment to capital acquisition as well as technical consultation related to the planning and cost effective selection of medical products, capital equipment, systems and services.
- Provides leadership in the design, development and delivery of the Organization’s Biomedical Engineering education plan. Develops and utilizes assessment tools to evaluate effectiveness of user training programs and recommends improvements. Leads education program collaboratively with LMBME leadership team to optimize training and education needs of LMBME staff.
- Leads research and development activities concerning unique and/ or urgently needed patient/ client/ resident related and/ or hospital related problems.
- Liaises with external industries and academic organizations to gain competitive assessments, shares information and identifies and assesses information to determine potential value for the Organizations.
- Performs other related duties as required.
- Master’s Degree in Biomedical Engineering or equivalent, plus ten (10) years’ recent, related experience in a large multi-site organization, including a minimum of five (5) years’ in a progressively responsible management role or an equivalent combination of education, training and experience.
- Ability to communicate effectively, both verbally and in writing, with all levels of the organization, including advanced report presentation and writing skills.
- Ability to express complex medical technology concepts effectively both verbally and in writing.
- Effective facilitation skills and the ability to motivate and influence leaders.
- Advanced skills in complex problem solving, planning, project management, change management and group process.
