Job Description:

FHI 360 staff working in the United States are required to be fully vaccinated for COVID-19, regardless of the type of project or client they serve, or of their employment status (full/part-time, remote, telework, or in-office), unless an accommodation applies. FHI 360 complies with federal, state, and local laws with regard to accommodations related to this policy. The Senior Biomedical Advisor is responsible for providing senior-level technical and operational advice across FHI 360, serving as a lead technical advisor and providing assistance to field programs in the area of COVID-19 biomedical services. This position will provide assistance in the following four major areas; Build national and subnational level capacity in installation, repair and maintenance of medical equipment 2) Contribute to the development or revision of national strategies, guidelines, tools and resources for bio-medical equipment for management of COVID-19 3) Lead implementation of surveys and rapid assessments in collaboration with local partners 4) Provide global scientific leadership in the maintenance of COVID-19 related equipment and infrastructure. This position reports to the Epic COVID-19 Technical Director.

Accountabilities:
  • Assist developing countries with technical assistance in the field of bio-medical engineering in order to improve the quality of services for COVID-19 patients.
  • Manage the development, implementation, data collection, analysis, and presentation of rapid assessment protocols to national and subnational governments.
  • Support the development or revision of national regulations, strategies and implementation plans to improve maintenance of equipment required for COVID-19 case management.
  • Identification and prioritization of items that are essential to the delivery of medical oxygen to COVID-19 patients and assistance to countries in building their ability to maintain these items at the national and regional level.
  • Hands-on equipment preventive maintenance training, including but not limited to analytical instrument qualification and validation as required by ISO/IEC and WHO Good Practices for Pharmaceutical Quality Control
  • Create analytical instrument, preventive maintenance protocols and procedures (SOPs) for use and application at the national and sub-national levels.
  • Develop a list of recommended spare parts and sources with health ministries and other national biomedical engineering groups.
  • Develop the skills of biomedical technicians in target hospitals and health facilities in preventative maintenance, equipment installation, and repair.
  • Training local biomedical technicians to constantly supervise equipment such as PSA/VSA plants, cylinders, oxygen tanks, oxygen transfer pipes, oxygen concentrators, and other oxygen delivery equipment is necessary.
  • Develop international programs and strategies to strengthen biomedical engineering services in collaboration with country offices, public and private, national, and international partners.
  • Support the development of work plans and budget proposals for the implementation of quality management and biosafety systems for medical devices and biomedical equipment in the target countries.
  • Develop accurate records of maintenance activities by biomedical technicians in developing countries.
  • Establish communities of practice and regional networks on biomedical engineering services to share best practices and promote learning.
  • Monitor, evaluate, and report on progress in improving access to quality biomedical engineering systems and services, using standardized methodologies and tools, and come up with strategies to improve universal access.
  • Working closely with other Epic team members to ensure technical work plans are implemented in a timely and technically sound manner, and are used productively.
  • As needed, perform other related responsibilities, such as replacing and backstopping others.
  • Collaboration with key stakeholders and partners.
Required Minimum Education:
  • A master's degree in biomedical engineering or a degree related to health technology products.
  • At least 12 years of experience in regulating health technological products with an emphasis on medical device registration, import/export control, and vigilance of the equipment or product
  • Experience in the development of standard technical specifications, manuals for medical devices, and quality testing references, as well as the performance of quality audits for medical device manufacturers.
  • Experience developing training materials and coordinating and implementing training events!
  • Experience in developing manuals for health technology products, including medical devices
  • Experience in developing guidelines and SOPs for the classification and listing of medical devices
  • Previous experience working for a non-governmental organization (NGO), a government agency, or a private organization. Experience in international or domestic (US) program development is preferred.
