- The incumbent supports and advances patient care at the VA North Texas Healthcare System by applying engineering and managerial skills to healthcare technology as demonstrated by the following major responsibilities to include but not limited to:
- Develop, implement, oversee, and evaluate a Medical Equipment Management Program that meets current Joint Commission and NFPA requirements. The depth and breadth of technology that is available is similar to that found in a tertiary care and/or university-affiliated institution.
- Additionally, the incumbent supports the Biomedical Engineering Section in the areas of healthcare technology management, strategic planning, pre-purchase assessments, acquisition support, implementation coordination, medical equipment management, training, and ongoing maintenance support for networked and non-networked medical devices.
- Assist in developing a continuing education program for clinical staff that addresses the principles and applications of medical instrumentation in healthcare. It requires skill to effectively communicate, both orally and in writing, with a wide variety of individuals, including technical and professional clinical staff.
- Maintains awareness of changes in technology and utilises the information gained in the solution of Biomedical Engineering problems to educate clinical and administrative staff on medical engineering technology, including existing and emerging technologies.

- Advising the clinical staff and senior leadership on medical engineering technology (including existing and emerging technologies) with regard to viability, long-term suitability, compatibility, and/or safety.
- Formulates and/or recommends local policies and/or directives.
- Manages the Biomedical Engineering Section, which consists of Biomedical Support Specialists ranging from GS-1601-09 to GS-1601-12, and GS-0858-12 Biomedical Engineers (Technology Managers).
- A key member of Engineering Service, works with the Chief Engineer to accomplish special projects assigned to include: i) Performing as a project lead in defining the requirements and specifications of networked and non-networked medical devices/systems. ii) Developing and implementing a complex Medical Equipment Management Program.
- Provides subject matter expertise to the Chief, Engineering Service and Medical Center staff in the area of Biomedical Engineering, as well as engineering principles and practices that are relevant to the specialization and scientific discipline, drawing on professional educational background and experience.
- Assists the clinical services in establishing/implementing the Medical Center's physiological monitoring system, automation of clinical labs, patient resuscitation, computer applications in biomedicine, and medical information systems, and patient clinical alarm systems. Design and specify modifications to existing medical devices and systems for specific medical requirements using high-tech devices and components to meet the requirements for medical services. Tutors and instructs medical and allied health personnel on the use of the equipment, and develops medical engineering education and training programs.
- Monitoring control and procedures establishes a means to ensure efficient and safe utilization of all electronic devices, systems, and computers associated with patient care equipment. Maintains repair services for these devices, and trains personnel when necessary. Assesses the patient safety features of networked and non-networked medical devices and systems, and oversees the preventive maintenance program for the Medical Center.
- The incumbent will be responsible for traveling to campuses throughout the VA North Texas Health Care System (VANTHCS). The incumbent will also travel to training for CEU's and other training pertaining to the success of this position.

- Three to ten years of demonstrated ability, experience, and subject matter expertise in managing a Biomedical Engineering Department of 1A complexity, to include technology assessment, strategic planning, procurement support, implementation, coordination, equipment management, and ongoing maintenance.
- Demonstrated superior administrative skills, as well as a thorough understanding of the current HT-38 staff requirements for 1601 and 0858 job series, and HR processes and procedures (including MSS/HR Smart, disciplinary actions, EEO procedures, performance appraisals, etc.).
- Know how to comply with TJC (The Joint Commission), NFPA (National Fire Protection Agency), OSHA, MDPP, MDIA (cyber security compliance) and other relevant VA regulations.
- Detailed understanding of the recall and safety alert programs for medical devices, including medical device incident investigations to ensure compliance with patient safety goals, SMDA (Safe Medical Device Act), TJC, and all other applicable regulatory standards.
- Communication skills that are exceptional with hospital staff at all levels, from Executive Leadership to frontline employees. Capable of leading many HTM professionals and directing their related skills to enhance the Biomedical Engineering Department.
